The Issue

London 2012: from policy to implementation

The UK hosted the greatest sporting and cultural event so far this millennium. The Games left a powerful legacy that touched people’s lives across the nation and will for decades to come. When the decision was announced that the UK’s bid had been accepted, the government’s Department of Culture Media and Sport (DCMS), the lead department, turned to Concerto to help develop strategic objectives and mobilise the government’s delivery approach.

DCMS also sought urgent advice about the financial management aspects of the programme, including cost forecasts, cost reporting and contingency management processes.

The Solution

Mobilising for success

We worked for 18 months to develop a clear definition of the objectives for the Olympics, including the far wider and deeper social objectives and legacies that would go on well beyond the Games themselves.

We identified major gaps in the budget and developed a plan to resolve that situation, working collaboratively with Ministers, senior DCMS and Treasury officials, as well as establishing cost control and governance processes.

We built up and established the in-house DCMS team responsible for delivery of the Games, so they could fulfil their role. Their adoption of the New Engineering Contract (NEC3) was a major factor in the delivery of the Games to time, to the revised budget and to the exacting performance standards of the International Olympic Committee.

The Outcome

A successful Olympics

Our role in mobilising the Games paved the way to its successful outcome. By setting the programme up for success right at the outset, by managing stakeholders at high levels, by resolving the budget issues and by ensuring streamlined yet effective governance, we enabled all parties to plan their work and then deliver it in a collaborative, transparent way.
